My current house, I wanted overhead lights (go figure, gotta pay for lights?) in all the rooms. The living room took 8 cans, but I also wanted two "eyeballs" as accent lighting for a wall where a painting was to be placed.
So, what did the rocket scientists do? They evenly spaced all 10 lights (the 8 cans plus the two accent lights) so that the room was not evenly lit if you just tuned on the 8 cans. Which also meant the accent lights counldn't be used for accents. Fortunately, I did a walkthrough once a week (learned with my prior house) and caught the lunacy before it went too far (they had started putting up drywall). The builder still tried to tell me "it will work", but (as with you) it was not what I paid for (and, through the nose since it was not a "standard mod").
Hang in there. Patience, nice manners, and a well timed streak of cold-and-nasty, will eventually pay off.
