(AP) ? Agriculture Secretary Tom Vilsack on Friday urged the Republican-led House to vote on a long-term farm policy bill, saying failure to act could leave livestock producers exposed to disasters and other farmers uncertain about the future.

Vilsack, in an interview with The Associated Press, dismissed apparent concerns among House GOP leaders that the half-trillion-dollar farm and food bill could lead to an election-year rebellion among conservatives. "If they put it up on the board, there would be enough votes," he said.

"It just needs to get done and there's no excuse for it not to be done," he said.

The former Iowa governor said he was particularly concerned about livestock producers now coping with fires in the West and drought in the Midwest. Federal livestock disaster programs ended last September and would not be renewed if the current farm bill, which expires Sept. 30, is extended because Congress is unable to pass a new bill.

The Senate last week voted 64-35 to pass a five-year bill. It ends direct payments to farmers regardless of whether they plant crops, sets up new crop support programs and reduces the federal deficit by $23 billion over the next 10 years.

Obstacles to passage are greater in the House, where conservatives are seeking deeper cuts in the federal food stamp program, which makes up about 80 percent of the nearly $100-billion-a-year spending under the legislation. The Senate bill targets $4 billion in savings from the expected $770 billion in food stamp costs over the next decade.

The chairman of the House Agriculture Committee told the AgriTalk radio show on Thursday that the House's farm bill, which has yet to be introduced, would probably look for $14 billion or $15 billion in food stamp savings. Rep. Frank Lucas, R-Okla., aid the entire bill would reduce spending by about $30 billion.

Lucas has scheduled a committee vote on a farm bill for July 11, and said that once the committee has acted, he will ask Republican leaders for floor time. "I don't care if it's 8:00 in the morning or if it's 3:00 in the afternoon, or if it's 10 minutes till midnight, just give me time."

GOP leaders have not ruled out action on a farm bill, but have indicated they want to devote much of the House's time to jobs and regulatory bills that draw a contrast with Obama administration policies, and with 2013 spending bills.

Vilsack said he was confident that Lucas and the top Democrat on the committee, Rep. Collin Peterson of Minnesota, were committed to getting a bill passed. "I want to strengthen their hand as they deal with House leadership," Vilsack said.

The secretary said that without a new farm bill in place, farmers would be unable to make decisions about future production, there would be a lack of clarity about trade promotion programs and uncertainty about conservation programs, He said the farm bill could become a part of expected yearend talks on how to handle expiring tax cuts and automatic cuts in defense and domestic programs, resulting in deeper reductions to farm programs. "I don't think that's in the best interest of rural America," he said.

The House bill, in addition to seeking greater savings, is expected to retain some aspect of price support programs, supported by Southern rice and peanut farmers, that are eliminated in the Senate bill. Lucas said he thought differences with the Senate version could be worked out quickly.

But he also said there might have to be a one-year extension even if a new bill is passed because of the time needed to phase in new programs. "I have carried for a year a draft copy of an extension in my pocket," he said in the radio interview. He said he hoped it wouldn't be needed but would be used "if an extension is in the best interests of the folks back home on the farm."

What you see here is arguably be the coolest thing on display at Google I/O 2012 -- an 8-foot, 300-pound Nexus Q replica (complete with LED ring visualizer) mounted on a robot arm. This interactive installation called Kinetisphere was designed and fabricated by San Francisco-based Bot & Dolly and is controlled by three stations each consisting of -- wait for it -- a Nexus Q device and a Nexus 7 tablet. How meta is that? One station controls the height of the sphere, another its angle, and a third lets you pick the pattern displayed on the LED ring. Of course, it's all carefully synchronized to music for maximum effect.

We spent a few minutes talking with Jeff Linnell of Bot & Dolly about what went into the making of Kinetisphere. As it turns out, there's a lot more to the installation than a Kuka industrial robot, fiberglass, plywood and steel railing. In addition to using the Nexus Q and Nexus 7, the company combined its expertise in motion control and automation with Google's Android ADK 2012, Autodesk's Maya and even Linux. National Philharmonic To Lead School Music Program ? CBS ...

WASHINGTON (AP) ? The National Philharmonic is taking over music education programs at a public charter school in Washington to provide intensive instruction in violin, piano and other instruments.

The orchestra based at Strathmore arts center in Bethesda, Md., announced Tuesday that it is partnering with the William E. Doar Public Charter School for the Performing Arts. It will provide music education for all students in kindergarten through?eighth-grade.

The program will include daily violin instruction for students in kindergarten through?second-grade. Children in third-grade through fifth-grade will study music daily in a new piano lab. They will also receive vocal training and lessons on instruments of their choice.

Students in?sixth-grade through?eighth-grade who choose a music concentration will spend two hours daily on individual projects.

James A. Shapiro: Experimental Evolution: How Can We Watch Natural Genetic Engineering in Real Time?

I have argued that natural genetic engineering is the real creative process in evolutionary innovation. A central but undocumented feature of my argument is that cells can coordinate separate DNA-change events to produce functional new genome structures. How can experimentalists test this argument?

The experiments will probably involve microorganisms, such as bacteria or yeast. A standard procedure for measuring microbial DNA change (mutation) is to place the microbes in a petri dish where they cannot grow into colonies, count the number of cells deposited, incubate them for a period of time, and count the number of colonies that appear. Each colony arose from a mutational event that overcame whatever prevented growth (e.g., inability to utilize the nutrients provided or to synthesize a needed biochemical). The ratio of colonies to cells placed on the growth medium is the mutant frequency. We can measure how various treatments, such as UV irradiation, change this frequency.

Mutation experiments generally look for changes at a single location in the genome. With modern DNA-sequencing technology, the precise changes are easy to identify. Colonies typically appear two to three days after the appropriate DNA change has occurred. In most cases studied, suitable mutations occur in the population prior to plating. Examining the petri dishes after two or three days indicates the frequency of preexisting mutations.

Longer incubation of the selection plates often produces a large increase in the number of colonies. This indicates that mutations continue to occur under selection conditions. By counting these colonies and analyzing the population dynamics of the selected bacteria, we can determine whether selection affects the process of genome change.

When selection significantly stimulates mutations above prior levels, the process is called "adaptive mutation." Molecular geneticists agree that adaptive mutation (observed in different microorganisms) occurs when selective stress triggers natural genetic engineering activities that carry out DNA changes allowing mutated cells to form colonies.

In some cases, we know the consensus interpretation is correct. Together with my colleague Genevieve Maenhaut-Michel, I confirmed this. We studied an experimental situation where the required DNA change (a special type of coding sequence fusion) was never detected during normal growth but increased at least 100,000-fold after selection.

Other groups confirmed selection stress triggering natural genetic engineering by detecting evidence of "induced hypermutation" at various locations throughout the genome and by direct measurement of mutator function.

It is likely that more complex changes can be triggered by selection conditions. My colleague Bernhard Hauer worked for many years at the large German chemical company BASF. In order to produce certain specialty biochemicals, BASF used microbes. But often the good producer organisms would only grow on expensive nutrients. So Bernhard simply plated them on medium containing economic nutrients, waited for a month or so, and harvested the late-appearing colonies. Unfortunately, this was before the days of rapid sequencing, and we do not know what kinds of DNA changes occurred in the long time before the colonies finally appeared.

In order to look for coordinated natural genetic engineering at multiple locations, one approach is to repeat what Bernhard did but start with well-defined strains. We know that coding sequences that lack transcription signals can be activated by the upstream insertion of mobile elements in bacteria and yeast.

The strategy is to engineer strains that could only grow when multiple mobile element insertions activated several different coding sequences. For example, these sequences might encode proteins needed at various steps of a metabolic pathway (for nutrient utilization or for biosynthesis). Selection for activation of all the sequences together simply involves placing the microbes on a medium where the whole pathway is essential for growth, and then waiting for colonies to appear.

If the initial experiment was to prove successful and colonies did eventually appear, it would be essential to exclude alternative explanations and quantify the coordination. The most important control would be to show that no single activation event led to slow growth on the selection medium. Such growth could enable other activation events to occur independently later during proliferation.

Measuring the individual frequency of each single activating event over the time it took for the combined changes to appear helps quantify the degree of coordination. The expected frequency of truly independent changes would be the multiplied product of the individual frequencies. If the frequency of selecting all the changes at once turned out to be significantly higher than this multiple, there would be evidence for a coordinating process.

To learn how coordination operates, two standard approaches are applicable. One is to sequence the genomes of the individually and coordinately activated strains. Are the DNA changes the same or not? For example, if distinct mobile elements activated individual versus multiple coding sequences, we could conclude that different triggering processes occurred in the two cases.

The second standard approach is to ask if particular control functions are essential for coordinated change to occur. In the case of the starvation-induced coding sequence fusion that Genevieve and I studied in E. coli, we and others demonstrated the roles of regulatory proteases and transcription factors. To identify components of the control network is the first step to figuring out how it operates.

The approach I just suggested is relatively straightforward microbial molecular genetics. It would document cell capacity to generate an expression network by coordinated DNA changes at multiple locations in the genome. I feel confident that it will succeed. It would open a new chapter in experimental evolution.

You watch it remembering the days when you should have walked but simply had to run, and when you believed that, if you wished hard enough, your dead pet just might come back again.

Despite its youthful perspective on adult concerns, the feature generates a few profound moments of basic need in the midst of an atypical men-on-a-mission film.

The lives of the children in "I Wish" seem to be expanding in front of our eyes, as evidenced by their changing wishes, which become bigger and more beautiful as their plan proceeds.

A flurry of details that reveal a grand canvas of love and loyalty if we take a step back.

A film that moves a bit too slowly for its own good but has remarkable cumulative strength by its emotional finale.

At its worst, I Wish is static. At its best, it has the warmth and subtlety of classic Asian works by Edward Yang and Yasujiro Ozu.

Koreeda's like a modern Ozu, documenting the trickle down effect of global economic changes on once strongly held traditions of Japanese family life.

Wistful, light and sweet.

A lovely, authentic exploration of family bonds tested by separation. Though the film is overlong at 128 minutes, it is a warm and wise winner.

If the Dardenne brothers were Japanese instead of French-Belgian, or perhaps set out to craft a homage to Yasujiro Ozu that was crossed with a whimsical yet melancholic version of The Parent Trap, it might well resemble this.

All of the kids in "I Wish" come across as real and believable, a tribute to Koreeda's directing skills working with children.

Never for a moment did I think that the two boys at the heart of Hirokazu Kore-eda's simply told and layered film I Wish were actors.

Recently, I?ve had quite a few people expressing their concern about ?immaturity?:

?I?m trying to remain on good terms with them. If I stop being friends, I?ll look like I?m being really immature and that I?m throwing all of my toys out of the pram.? So you?re going to force a friendship while you internally writhe in breakup agony?

?Isn?t defriending on Facebook / unfollowing them on Twitter really immature?? ? Note that Facebook and Twitter are just websites, not God?s. These facilities exist to give you control over who you are connected with and to also reflect the severance of a relationship. In olden times, would you sit outside their house watching their life unfold? Er, no.

?I hoped that my obvious discomfort would put him off as I didn?t want to sound immature by saying something? ? She also worried about being rude, rejecting him, and then making things awkward, and so ended up having sex on the first date. She?s 45 and was on her first date after a divorce.

?It?s very, very immature to expect someone to be honest about their situation ? this is not how relationships work. For a start, me telling her from the outset that this wasn?t a relationship and reminding her practically every two weeks, should have been more than enough??We?re both adults ? I didn?t need to tell her about the other girl! Don?t be ridiculous!? ? He also added that it would have been ?mean? to be honest.

?I don?t want to look silly? ? This is the line of defence for everything from not declining threesomes that one doesn?t want to do, to why someone doesn?t want to express their unhappiness at being punched in the face.

When you?re accused of being immature about something, while of course it might be a genuine case of being under emotionally or intellectually developed, or not acting your age, most of the time, they?re effing you over in the name of being ?grownups? and then claiming you?re unschooled in the nuances of adult relationships.

It?s like ?Just be a man / woman about it!? Er, what? What you don?t realise is that someone who would sell you down the river if it meant serving their own needs, is actually claiming to have the high ground on you and implying that you should listen up and take note from someone ?in the know?.

Next thing, you?re supposed to leap up and take part in a three-way with a gimp suit or head into their whipping chamber without a backward glance in the name of being ?grown up? about things.

And let?s be real ? isn?t this whole covert, and actually sometimes quite aggressive attacking of one?s ?maturity?, how many women in particular, find themselves knee deep in sexual and other dangerous situations out of fear of saying NO and being far too worried about how they?re perceived? Hell, it?s how some women end up being put on the game by their so-called ?loving? ?partners? in the name of helping them out of a sticky patch.

When you think you?re being ?immature? or even ?frigid? for not wanting to go along with something, it?s actually a sign that you?re engaging with someone in conflict with your values and you?re doubting and basically not listening to yourself, because you?re too busy trying to hold onto or gain their approval.

Being accused of being immature, takes most of us back to being teenagers and that in itself may be more than enough to send us down the path of pleasing others so that we can avoid resurrecting old rejection wounds. Let us also not forget the fear of the conflict and criticism that may arise off the back of it.

As a teenager, when I didn?t cave to pressure, it was out of fear of the consequences, often because some of them were known (such as the perils of taking E) and I?d rather risk social consequences than try it. Sometimes it was my own discomfort and what I didn?t know was my own developing values speaking up.

It didn?t matter why someone thought I should be or do something ? what mattered was why I didn?t want to. Of course over the years, I said YES most of the time, because my own opinion stopped mattering to me.

How much does your own opinion matter to you?

When I?ve caved to pressure, it?s because of a perceived reward, or fear of consequences including change in how I?m perceived, rejection, or conflict. Sometimes it was naivety (or believing I was naive) and sometimes it was fear of being hypersensitive.

The truth is, it?s not immature to not want to text all the time and to not want to believe that someone who you don?t see very much or who keeps themselves at an emotional, communicative, and physical distance, is going to be a prospect for a full-on relationship. Is it really going to go from that to, for example, moving in?

It?s not immature to not want to go to a sex club (especially with a complete stranger or someone who has previously mistreated you), nor is it immature to not want to sleep with their friends, or go swinging, or just not want to have sex. IT IS YOUR RIGHT!

It?s not immature to expect honesty. Anyone would think you were asking them to diarrhoea (yes that?s what I said) their thoughts and give you the code and the key to their mind. Honesty in relationships is about not lying to and deceiving someone about the true nature of the relationship, your intentions, or any facts that would not only alter existing information held by the other party, but would remove the needed mutual love, care, trust, and respect required for a healthy relationship.

It?s also not immature to not want to be friends straight after a breakup ? it?s normal. It doesn?t mean you?re enemies (unless you actually are) but surely someone can?t expect to literally climb off you and the relationship and for you to just switch over to friendship mode? It?s like ?We?ve just broken up! Would you mind giving me a chance to pull my pants up and give me some breathing and literal space so I can come to terms with what?s happened? Jeez!?

Calling someone immature for being unwilling to play along with doing or being something that they don?t want to, is passive aggressive and at times outright bullying. Even worse, it is a sign of emotional immaturity on the part of the offender, that they are unable to empathise with your position and respect it, even if they don?t agree with it and it signals a parting of the ways.

Regarding yourself as immature for not being able to work up the appetite to screw yourself over, or for not being OK after the fact of screwing yourself over, is disrespecting yourself. You?re implying that having boundaries, having choices, and saying NO (irrespective of whether it makes sense to or suits the other party), whether it?s because it?s your preference or because you?re exercising your human right, is immature. Why agree with someone?s shadiness?

Is saying NO and having boundaries such a terrible thing?

This isn?t high school. You?re a grownup now and you don?t have to be or do anything that you don?t want to. It would also be a damn sight easier if instead of trying to force yourself to have someone?s values, or trying to convince them to change theirs, that you honoured your own values and found like-minded people who don?t trivialise your well-being, and who respect where you?re coming from. Maturity isn?t about doing what other people tell you but about being yourself and living your own life with authenticity and integrity.

'General Hospital' wins 5 Daytime Emmys

?The Daytime Emmys showered "General Hospital" with five trophies, including best drama, while giving Regis Philbin a fond farewell as a departing talk-show host.

NBC's "Today" show won as best morning show and the syndicated "Jeopardy!" was named best game show at the annual ceremony Saturday.

"Live with Regis and Kelly" was saluted as best entertainment talk show (its first-ever nod in that category) and for best talk-show hosts. Philbin ended his long run as its co-host last November, with a replacement yet to be named to join Kelly Ripa as the syndicated series continues.

Heather Tom, who won as best lead actress for CBS' "The Bold and the Beautiful," made history as the first to win in that category after having previously won as both best younger actress and supporting actress.

Anthony Geary won as lead actor for "General Hospital." The ABC soap also won for supporting actress (Nancy Lee Grahn), supporting actor (Jonathan Jackson), and directing team.

The syndicated "Dr. Oz" was named best informative talk show.

Bill Geddie, longtime associate of Barbara Walters and executive producer of her ABC talk show "The View," received the life achievement award.

"There's not a lot of glamour and glory in daytime," Geddie told the room in his acceptance remarks. "But when you think about it, we're all here with the best of intentions: We just love making TV!"

Held in Beverly Hills, Calif., the 39th Annual Daytime Emmy Awards was telecast on the HLN channel, having moved to cable for the first time after airing on CBS the past two years. The awards are bestowed by the National Academy of Television Arts & Sciences.

The Beverly Hilton, where the presentation originated, was the site only hours earlier of what investigators believe was a murder-suicide. Police responding to a report of a shooting late Friday found a man and a woman dead from gunshot wounds in a guest room. The luxury hotel was also the site of Whitney Houston's death in February, when the singer drowned in the bathtub of her room.

Some U.S. Gulf oil workers evacuated under storm threat

HOUSTON (Reuters) - Oil and gas producers increasingly shut down production and evacuated workers in the Gulf of Mexico on Saturday as Tropical Storm Debby became the first named storm of the 2012 Atlantic hurricane season to disrupt operations in the prolific basin.

Anadarko Petroleum Corp (APC.N) had already shut down production at four of its eight Gulf platforms by the time Debby strengthened into a named storm, including the Independence Hub, which can produce up to a billion cubic feet of natural gas a day.

"Once these facilities are securely shut in, we expect to remove all personnel from these facilities today," the company said.

Debby was centred about 220 miles (354 km) south-southeast of the mouth of the Mississippi River and was moving slowly north, according to the National Hurricane Centre.

Some models showed the storm moving toward Florida, but most forecasters agreed Debby was more likely to turn west toward the Texas coast, moving across areas directly south of Louisiana that are home to the bulk of the Gulf's oil and gas infrastructure.

"Debby is not expected to move much during the next couple of days," the Hurricane Centre said.

The Hurricane Centre projected that if Debby stays on that westerly path, it could come ashore late next week anywhere along the Texas coast, a major refining hub that is home to a quarter of the nation's refining capacity.

Forecasters noted that one model showed faster movement, "so it is possible that Debby could reach the coast earlier than indicated."

Saturday afternoon the storm had maximum winds of 50 miles (80 km) per hour, forecasters said. Tropical storm winds range from 39 to 73 miles per hour (63 to 177 km per hour).

The U.S. Bureau of Safety and Environmental Enforcement, which oversees oil and gas activity in the Gulf, said earlier on Saturday that a fraction of the basin's output was shut in: 7.8 percent of daily oil and 8.16 percent of daily natural gas output.

The agency's next update will be released at midday on Sunday.

The Gulf accounts for about 20 percent of U.S. oil production and 6 percent of natural gas output.

BHP Billiton (BHP.AX) fully evacuated workers and shut in production at its pair of Gulf platforms on Friday.

On Saturday, other producers monitored the system and maintained production while non-essential workers, or those not directly involved in production, such as cooks and cleaning staff, were evacuated.

The Louisiana Offshore Oil Port, the only U.S. port capable of offloading foreign crude from giant tankers, said operations were normal on Saturday. "We continue to offload tankers and are making deliveries to shippers from our onshore storage facilities," spokeswoman Barb Hesterman said.

Anadarko's four affected platforms - Independence Hub, Marco Polo, Constitution and Neptune - have a combined capacity to produce up to 204,000 bpd of oil and 1.5 billion cubic feet per day of gas.

BHP's Shenzi and Neptune platforms can produce up to 170,000 bpd of oil and 100 million cubic feet per day of gas.

The producers that maintained output included BP Plc, (BP.L) Chevron Corp, (CVX.N) Apache Corp (APA.N) and ConocoPhillips (COP.N).

BP, the largest oil producer in the Gulf, operates seven platforms, including the world's largest, Thunder Horse, which is designed to produce up to 250,000 barrels per day of oil and 200 million cubic feet per day of natural gas.

Anadarko is the largest gas producer in the basin, according to BSSE's sister agency, the U.S. Bureau of Ocean Energy Management.

Energy markets traditionally keep a close eye on storms passing through the region for output disruptions and possible supply squeezes.

The risk to markets because of Gulf storms has diminished slightly in recent years as the increased development of shale deposits fuelled a boom in onshore oil and gas production.
