(AP) ? Thousands stayed away from polling stations in Luanda and thousands more were unable to vote Friday in Angola's second election in 20 years which is expected to give an easy victory to the ruling party, despite accusations of corruption and mismanagement of the country's oil and diamond riches.

Office cleaner Amalia Masungo said she chose not to vote because "they (politicians) are all bad men and I don't think my vote will make any difference."

The government was committing "the most sophisticated fraud" by excluding local election observers from critical civil society organizations and by confusing voters with a lack of information, charged election observer Elias Isaac of the Open Society Initiative of Southern Africa.

"Thousands of people are unable to vote," he told The Associated Press. "The whole system was created to exclude people rather than including as many as possible."

Earlier Friday, voters banged at the gate to one polling station which remained closed 90 minutes after voting was to start. Electoral official Delfina Manuel explained that there was no electricity and it had been too dark inside to open earlier.

The lines that grew because stations opened late quickly disappeared. The usually boisterous and noisy seaside city was abnormally quiet.

Two hours before polls were to close, two stations reported about half the registered voters had cast ballots. In 2008 elections, 87 percent of voters participated. One polling agent suggested there might be a last-minute rush of voters before polls close at 7 pm (1800 GMT).

Friday's vote was largely seen as a test of the popularity of President Jose Eduardo dos Santos, who has ruled for 33 years without being directly elected. Presidential elections were constantly postponed until last year, when the government changed the constitution so that the leader of the party with the most votes becomes president.

Voters are to elect 220 legislators from nine parties and coalitions. Preliminary results are expected by Saturday, ANGOP state news agency said.

Victory for the ruling Popular Movement for the Liberation of Angola , or MPLA, would give dos Santos another five-year term.

The Web site of an underground youth movement that has been protesting for a change of government reported people were protesting at one Luanda station because their names had been transferred to distant provinces and "many are returning to their houses without any possibility to vote."

Opposition parties had objected that the National Elections Commission did not publish the electoral roll. The commission said it had sent people information by SMS messages to mobile phones and had published the information on the Internet.

Isaac estimated that fewer than 1 million Angolans have cell phones and less than 10 percent have access to the Internet in a country where more than a third of the population is illiterate.

New on the election scene is the Broad Convergence for Angola's Salvation, a coalition created in April which unites former key opposition figure Abel Chivukuvuku and Andre Gaspar Mendes de Carvalho, a former general in dos Santos' army and the son of one of Angola's most famous nationalists. Chivukuvuku had belonged to UNITA, the biggest opposition party, which won 10 percent of votes and 16 seats in the 2008 election.

Calling itself "the leader of change," the new coalition is expected to come in third place with promises to raise the minimum wage from less than $100 to $500 and to set up an agency to fight corruption. Many young people appeared to be voting for the new coalition.

"Every vote will make a difference. We have to believe in the electoral process," Braulio Silva, a 26-year-old who works for a logistics company, said as he waited in a line early Friday.

Dos Santos' party holds 191 national assembly seats after it won 2008 elections in a landslide. UNITA is expected to pick up a few more votes from people who complain about a lack of democracy and an unequal spread of wealth.

A 32-year-old IT engineer, Jose Tomas, expected that the MPLA would win in part because voters are used to the party.

"You see all those old mommas voting?" he said of a group of women wearing traditional cloth wraps. "The MPLA for them is like a cell phone: As long as it doesn't break or get stolen, they'll never change brand."

The MPLA has presided over the resurgence of Luanda, a once-decrepit seaside town that has turned into a building construction site. Human rights officials complain that poor Angolans have been forced from their downtown homes to distant suburbs with no electricity, water or transport, to make way for luxury high-rise apartment buildings.

Both UNITA and the coalition have complained of the uneven playing field in the election and the possibilities for fraud. Opposition parties are particularly concerned that votes will not be counted until they reach the National Electoral Commission in Luanda. UNITA leader Isaias Samakuva said he has confirmed that soldiers in the Military Affairs Cabinet that reports directly to the president's office have been installed there as logistical supervisors. The same thing happened in 2008 when the military was involved in transportation, distribution and handling of ballots, ballots boxes and minutes for election results, according to Chatham House, the London-based independent policy institute.

Dos Santos' party also has a near-monopoly on the national media. It has emphasized the government's reconstruction of the country after the civil war, the president's role as an "architect of peace," improved democracy, housing, educational, health and entrepreneurial projects and job creation.

Still, unemployment stands officially at 26 percent and is much higher among young people.

This southern African nation was a Cold War battlefield for 27 years, with dos Santos' MPLA backed by Cuban soldiers and a Soviet war chest, pitted against UNITA, which was backed by apartheid South Africa and the United States. Half a million people died in the war, more than 4 million ? a third of the population ? was displaced and much infrastructure was destroyed.

Since the war ended in 2002, Angola has dominated the list of the world's fastest growing economies and is sub-Saharan Africa's second-largest oil producer, after Nigeria. Oil-backed credit lines from China ? Angola is China's No. 1 oil supplier and its second biggest importer is the United States ? have fueled a building boom of houses, hospitals, schools, roads and bridges. Average life expectancy went up from 45 in 2002 to 51 in 2011.

But 87 percent of urban Angolans live in shanty towns, often with no access to clean water, according to UNICEF, and more than a third of Angolans live below the poverty line.

Jeb Bush to Romney: Connect emotionally to voters

TAMPA, Fla. (AP) ? Former Florida Gov. Jeb Bush is urging Republican Mitt Romney to connect to people emotionally if he hopes to persuade voters to support him.

Bush spoke on ABC's "Good Morning America" in advance of Romney's address to the Republican National Convention Thursday night.

He notes that Romney will have to show more of himself. Bush says that will be hard for Romney because he's not suddenly going to come across in a "new age kind of way."

Bush also stresses that Republicans shouldn't do anything "stupid." He says the party must acknowledge the nation's increasing diversity when addressing issues of immigration and creating a climate of economic growth.

He says that if the political parties ignore demographics, "you do it at your peril."

Published High-Tech Nursery Article ? A Detailed House

With my background in technology, most assume that I advocate gadgets and technology wherever and whenever possible?but that?s actually not the case. Maybe because of my background, I know the extreme mark-ups in prices and bugs that invariably happen with the first few releases.

I think the reporter that contacted me for this piece thought that I would be on the ?pro? technology side, but if you read my post,?Interview: High-Tech Nurseries, you saw what my answers were to her questions. So, I wanted to see what you all thought of the article:

As high-tech devices become a part of everyday life, the nursery is the newest frontier

Picture a room with high-definition security cameras, a chair with vibration and motion settings and a surround-sound system.

Not thinking about a baby?s nursery? Most people wouldn?t.

But as each generation becomes more technologically connected, it?s inevitable that tech devices will soon become essential to the baby?s room. These new systems aim to make parents? lives easier, while encouraging a child?s healthy development.

Following the trend of ?smart? appliances, French technology company Withings has a smart baby scale that connects to the Internet, allowing parents to access their child?s weight from a smart phone or any Web-enabled device and share the infant?s progress with family, friends or the pediatrician.

Transportation is another growing area for baby tech. Pittsburgh-based 4Moms offers a futuristic-looking stroller, named the Origami because it can fold and unfold at the touch of a button. Not only does the battery-operated contraption charge itself (and your MP3 player), it has an LCD dashboard for active parents who wants to know how fast and far they?ve gone.

Another tech marvel for parents is the ability to accurately replicate the sound and gentle vibration of a car ? some would even consider it the holy grail.

Veteran parents know a leisurely drive is an almost sure-fire way to put a colicky baby to sleep. Fisher-Price offers its own car-ride motion infant seat, the Cruisin? Motion Soother. Another option is a smaller device from Sleep Tight, which vibrates and sounds like a car ride and can be attached to the baby?s crib.

And home theater isn?t just for the family room anymore. Some parents are opting to play lullabies through surround sound speakers in the walls. Others have foregone traditional baby monitors in favor of intricate security cameras broadcasting images to another room, or even another building for working parents who want to monitor caretakers.

All this tech-talk might seem incompatible with nurseries, which are generally soft, warm places decorated in whites and pastels. For parents who desire this traditional style but still want the convenience of new technology, striking a balance is essential.

?Traditional style is still very popular, especially among my clients seeking a nostalgic feel for their nurseries to provide a soothing atmosphere for their baby and to inspire their own memories from childhood,? says Sherri Blum of Jack and Jill Interiors in Harrisburg, Pa. ?It?s very important for the manufacturers of these devices to make them blend into the surroundings as well as possible.?

In some cases, that means the gadget needs to be hidden or inconspicuous. Cloud B, for instance, has a device that hides inside a plush monkey that plays a parent?s recorded personalized message over relaxing sounds.

One of the downsides of technology, of course, is cost. The Origami stroller?s suggested retail price of $849 might give pause to a new mom on unpaid maternity leave.

Kearney of Northern Virginia spent years in management positions for technology companies before becoming a stay-at-home mom. She now writes ?A Detailed House,? a blog about interior design and home improvement.

Technology can enrich parents and babies alike, she says.

?My first baby had reflux and, prior to her diagnosis, cried unless I was holding her,? she says. ?It was grueling, especially while recovering from a C-section, but an indoor infant seat that vibrated saved me.

?Prior to the advent of these products, my mother used to drive me in a car, and I?ve heard of mothers unwisely putting an infant seat on washing machines or dryers to emulate the soothing motion. If a product gives a parent any advantage, absolutely take it,? she suggests.

At the same time, tread cautiously. Don?t buy gadgets haphazardly without considering how much use they?ll actually be.

Blum says, ?Talk to parents with toddlers who have already been through the sleepless nights and have tried various items.?

Kearney also advocates low-tech or ?classic? toys that can stimulate a baby?s creativity and imagination and help develop important cognitive skills just as much as the high-tech gadgets, she says.

?The good high-tech toys and products are developed with input from educators and doctors to aid in a baby?s mental development and are not merely electronic babysitters,? Kearney says. ?I think, as with anything, parents need to find what balance works for them.?

With interviews, you can?t always bank on what quote they are going to pull; there were other things I said that I wish were included in the article, but, oh well! I have been asked to write some articles, so I will have more control over the content, and I will post them here first :-)

Ironically, I?ve been interviewed by many different media sources now and I?ve never contacted them, but my own hometown newspaper (I mean the tiny, local one, not a big one!) hasn?t and I actually contacted them! WTH?? Geesh!

Well, that?s all I have?I hope everyone is well and enjoying the day :-)

Business Web Design ? To Make It Appropriate Is Vital | Web Design ...

In the internet marketing field, a business web design should reflect the type of business you?ve got and address the aesthetics of the customers. Focusing on the colours used is one method of upholding the appeal of your business. ?Many web designers actually claim that it?s simpler to come up with a business web design for an established business compared to a new one because people are already acquainted with the pictures and colours which the established business is associated with.

    ?

As an example, Kentucky Fried Chicken features the image of Colonel Sanders and the colours people associate the business with are red, white and black. Using orange or green on the site for this all-American brand will certainly have people questioning the authenticity of the site. Lots of business websites use their store front as the design of their page so customers will instantly see something comfortably familiar.

    ?

Another essential consideration in creating a business web design is the written material. You will find some small establishments that think providing a personal touch to their website includes slang language or even some expletives. ?Give thought to spelling and grammar as well. To be considered seriously, it?s necessary to retain the business image appropriately even though your business has a laidback appeal so that even if, in some regrettable incident, a customer becomes dissatisfied, he would think again before using bad language at your site.

    ?

You?ll find many programs which are especially created for online dealings like money transfers. ?If you possess an internet shopping store, it?s essential to get a great e-commerce shopping cart solution which will effectively cope with simultaneous shopping transactions of your clients. Creating your internet site in such a manner that the online shopping cart may be used easily can work in your favor. For this particular feature, consumers like a straightforward but systematized experience so if you?re working with a web design team to achieve this for you, focus on your desire to make the website as appropriate and user-friendly as it can be. Acquiring experts for this task is your best chance at having a highly functional ecommerce site.

    ?

Business web design is like packaging; you package it really nicely using a colourful sheet of wrapping paper, ribbon, a card, and add some support like bubble wrap (hence those firewalls and anti-virus programs) as the items are all inside. It?s good to spend on an expert website design team so your Internet site can successfully reward your business.

Boy finds a bonanza in whale vomit

    Daily Echo via BNPS.co.uk

Eight-year-old Charlie Naysmith shows off the piece of ambergris he found on the beach at Hengistbury Head on the coast of southern England.

    By Alan Boyle

An 8-year-old boy in England could be up to $63,000 richer, thanks to a piece of solidified whale vomit he picked up on the beach. The chunk may look like a yellow-brownish rock, but it's actually a primo piece of ambergris, an expensive perfume ingredient that is, um, spewed out by whales.

Charlie Naysmith stumbled upon the loaf-sized lump at Hengistbury Head, on the southern coast of England, the Bournemouth Echo reported over the weekend.

As far as Charlie was concerned, it was just a seaside curiosity.?But after doing some research, he and his family determined that the curious lump could be worth somewhere between??10,000 and ?40,000 ($15,850 to $63,350).

"We have discovered it is quite rare and are waiting for some more information from marine biology experts," the boy's father, Alex, told the Echo.

Charlie is reportedly thinking about using the money to build a house for animals. But first, he and his parents might want to get that expert opinion. It turns out that the ambergris trade can get pretty sticky.

    'Floating Gold'
Ambergris is a waxy, bile-like substance that builds up in the intestines of sperm whales, apparently to ease the passage of hard material such as squid beaks through a whale's digestive tract. It's often characterized as whale vomit, and although that's fine as a family-friendly description, the stuff is more widely thought to come out of the whale's back end rather than its front end.

Fresh ambergris smells like fresh whale poop, but after a long period of seasoning and hardening in the ocean, it takes on a more delicate odor. It's been variously compared to the aroma of tobacco, the scent of an old wooden church, the fragrance of seaweed, or the smell of rubbing alcohol without the pungency.

"The problem with trying to describe the smell of ambergris is that it really only smells like ambergris," Christopher Kemp, a biologist and neuroscientist who's written a book about the substance, told Bloomberg Businessweek's Eric Spitznagel.

The title of Kemp's book? "Floating Gold."

The scent of ambergris is what makes it so valuable. The substance has been used as an incense, fragrance, flavoring, remedy or aphrodisiac in many cultures, going back to ancient Egypt and China. Herman Melville devoted a whole chapter of "Moby Dick" (Chapter 92) to a discussion of ambergris and how highly prized it was in 19th-century society. "Who would think, then, that such fine ladies and gentlemen should regale themselves with an essence found in the inglorious bowels of a sick whale!" Melville wrote.

More recently, ambergris?? or ambrein, a compound extracted from ambergris?? has been used as a fixative or fragrance amplifier rather than the main ingredient in perfumes. Ambergris' selling price has been quoted at $10 to $50 per gram, depending on the quality of the specimen. (The Echo estimates that the lump found at Hengistbury Head weighs about 600 grams, which suggests that Charlie shouldn't count on building a $63,000 house for his animals.)

    Underground trade
The bad news is that the trade in ambergris isn't what it used to be, in large part due to the endangered status of sperm whales. By some accounts, it's illegal to sell the stuff in many jurisdictions, including the United States. There are some traders who dispute that interpretation of anti-whaling laws, but the stigma has driven perfume companies to look for plant-based substitutes such as labdanum,?or synthetic scents such as?Ambrox. (University of British Columbia researchers reported earlier this year that a balsam-fir gene may provide a path to cheaper ambergris-like compounds.)

Maybe it's the whiff of illegality, or maybe it's just that the stuff is so expensive ? but for whatever reason, there's a clandestine character to the modern-day ambergris market. One of the subjects Kemp interviewed for his book is a full-time dealer on New Zealand's North Island, named Adrienne Beuse. Last year, she was involved in a huge ambergris deal that probably saw hundreds of thousands of dollars change hands. "It was a lot of money ? that's all I can say," one of the sellers said.

The way Beuse tells it, New Zealand's choicest hunting grounds for ambergris are ruled by a gang of aggressive collectors and traders ? a gang that doesn't shy away from violence to defend their turf.?"They're called the Beach Mafia up here," Kemp quotes Beuse as saying. "They claim a proprietary interest in the beach. They are defending, I guess in their minds, their territory. And it's worth a lot of money. If a piece worth $50,000 washes up, they don't want anyone else to find it."

It sounds as if Charlie is lucky to live in southern England rather than northern New Zealand. But he better watch his back.

Hands on with the Samsung Galaxy Camera

We're live in Berlin at the Samsung Unpacked event where the Samsung Galaxy Camera has just been unveiled. We've had a little hands-on time with the new Galaxy Camera, and the first thing that strikes is that this is a capable, high-quality point-and-shoot. The device feels extremely solid and well built, and the 4.8-inch HD SuperAMOLED display is of similar quality to the S3's.

We shouldn't forget that this is a camera powered by Android, and not an out and out Android device. Samsung has put their latest version of the Touchwiz Nature UX on there, based on Android 4.1. Yes, that's right, this is a camera running Jelly Bean. The possibilities with a connected camera are pretty exciting, and we're seeing the start of a whole new category of devices.

Of course, image quality remains to be seen. However, with a 16-megapixel sensor and 20X optical zoom, Samsung looks to have created a compelling alternative to smartphone cameras for those looking to graduate from the world of smartphone photography.

Check out our hands on video with the Galaxy Camera above, and remember to keep it locked to AC throughout the week for more on this and everything else from IFA 2012 in Berlin.

Computer viruses could take a lesson from showy peacocks

ScienceDaily (Aug. 29, 2012) ? Computer viruses are constantly replicating throughout computer networks and wreaking havoc. But what if they had to find mates in order to reproduce?

In the current issue of Evolution, Michigan State University researchers created the digital equivalent of spring break to see how mate attraction played out through computer programs, said Chris Chandler, MSU postdoctoral researcher at MSU's BEACON Center for the Study of Evolution in Action.

"This is actually a big question that still generates a lot of debate," said Chandler, who co-authored the study with Ian Dworkin, assistant professor of zoology, and Charles Ofria, associate professor of computer science and engineering. "People have some good ideas, but they can be hard to test really well in nature, so we decided to take a different approach."

The novel approach involved creating promiscuous programs in a virtual world called Avida, a software environment in which specialized computer programs compete and reproduce. Because mutations happen when Avidians copy themselves, which lead to differences in reproductive rates, these digital organisms evolve, just like living things, added Ofria, who created Avida.

The researchers programed the Avidians with the ability to grow sexual displays -- e-peacock tails of sorts. They also allowed them to choose mates randomly. As the researchers predicted, they usually went for the showiest mates. But why?

"One school of thought argues that the main benefit of choosing an attractive partner is that your offspring also will be sexy," said Dworkin. "In the other camp are those who argue that these sexual ornaments are a sign of good health, and so choosing a showy mate ensures that you'll get good genes to pass on to your offspring."

Traditionally, biologists thought that ornamental displays clue in potential mates about an individual's virility because the structures are costly, biologically speaking; only an animal in really good health could bear the burden they impose. So the researchers altered Avidians' genetic code to allow them to grow exaggerated displays practically for free.

They expected this change to diminish the evolutionary benefits of preferring showy mates, since even the wimpiest of Avidians could now grow enormous digital tail feathers.

"I was surprised when we didn't find that at all," Chandler said. "Even when we eliminated the costs of these displays, they still evolved to be an indicator of a male's genetic quality."

MSU's BEACON Center is funded by the National Science Foundation.

Ask Sujeiry: About Long Distance Relationships | Sujeiry Gonzalez

    Comments:

    Dear Sujeiry,

Just a question for you. What is your opinion about long distance relationships?

    Sincerely,

    Long Distance Love

    Dear Long Distance Love,

My take on long distance relationships is no different than real relationships. If you want it to work, then you put effort and love into the relationship. You and your significant other, whether near or far, will nurture it and it will blossom.

Take my love story as an example, and that of many other single girls in the city. I?ve been in local relationships all my life, and they haven?t worked out. Why? Because we weren?t on the same page and the love wasn?t there.

So, I don?t believe long distance relationships are unrealistic or impossible. Sure, in theory there are many more challenges in a long distance relationship. You don?t get to see the person as often. He or she may meet someone else. But, doesn?t the same occur with couples who are close? How many relationships, near or far, end due to infidelity? How many women complain because they don?t spend enough time with their partner?

There are also many positive attributes to a long distance relationship. You can pace the relationship. You can really get to know the person via dialogue and and build a foundation. And, when the time comes, a conversation takes place regarding the future. Is the relationship worth a move? Do you move in together? How does you and your significant other make it work long term?

A long distance relationship almost forces the people involved to make serious decisions about their future.?And there is nothing wrong with that.

    Love strongly?and?wisely,

    Sujeiry

Cold War museum plan prompts row over Berlin's past

BERLIN (Reuters) - More than two decades after the fall of the Berlin Wall, differences over how to represent the Cold War past are hampering plans to build a new museum at the former Checkpoint Charlie border crossing.

Every day thousands of tourists flock to the site of a dramatic standoff between Soviet and American tanks in 1961 in the center of what is now the capital of a reunited Germany.

Though still a potent symbol of the confrontation between communist East and capitalist West, the checkpoint today looks rather ramshackle and has been dubbed "snackpoint Charlie" by local media because of a proliferation of food stands.

The site features a rebuilt guard house and a cramped private museum focused on the methods used by East Germans to flee over the Wall. Drama students pose in U.S. and Soviet army costumes and hawkers assail tourists with ersatz Red Army hats.

From September, a "Black Box" installation will provide more information and images of the checkpoint, but this is just a placeholder for the much larger museum project.

"Wall memory is local and specific, but the confrontation behind it is a global one. We need a wider international frame for understanding the Cold War," said Konrad Jarausch, head of the museum initiative, which is backed by the center-left Social Democrats (SPD) in the city government.

The Communist East presented the building of the Wall as a response to Western attempts to undermine the East German economy and infiltrate spies and saboteurs. Soviet bloc histories and school books called it the "Anti-fascist Protection Barrier".

The museum, which has the backing of former statesmen such as James Baker, U.S. Secretary of State when the Wall fell, would try to explain what the Wall meant for both East and West Germany and also show how conflicts in Korea, China and Vietnam fed into superpower rivalry in the Cold War, said Jarausch.

This means turning a critical eye on U.S. as well as Soviet policy, he added.

"There's an Eastern side to it, and while the East contributed to fear, propaganda and confrontation, we have to offer something to visitors from Poland, Czechoslovakia and the former Soviet Union, so they can see some of their experience in it," Jarausch said.

But the aim to represent Eastern as well as Western perspectives on the Cold War has riled center-right Christian Democrats who govern Berlin in coalition with the SPD, and they are blocking the museum blueprint.

"I find it questionable to present both sides equally," said Stefan Schlede, CDU spokesman for cultural affairs in the city parliament. Before reunification, Schlede was the headmaster of a school in West Berlin's Neukoelln district, which was encircled by the Berlin Wall on three sides.

"I was born in Berlin, witnessed the fall of the Wall and what Germans experienced in terms of Soviet occupation is in no way comparable to the post-war politics of the Americans."

Jarausch, who teaches German history at a U.S. university, said the museum should try to show all sides of the subject.

"I am not an apologist for communism. On the other hand, it won't suit to have a Western, triumphalist perspective. The Cold War was an interactive process between East and West, and it takes two to tango," Jarausch told Reuters.

    "MUSEUM OF FREEDOM"

Debates on how to represent history are not new to Berlin, which abounds with memorials to its divided past. In the early 1990s, when most of the Berlin Wall had been dismantled, plans to preserve parts of it as a memorial came under heavy fire from politicians who had fought hard for the city's unification.

CDU politicians have offered a counter-proposal for a "Museum of Freedom" that would partner with the Museum of the Allied Forces in Tempelhof, a former airport and base for the Berlin airlift during the Cold War.

Jarausch's backers say this would be too biased.

"When people look at history from a victor's perspective, they always talk about how terrible it was," said artist Yadegar Asisi, whose panorama depicting everyday life at the Berlin Wall will open to the public in late September.

The Iranian-Austrian Asisi, who grew up in East Germany, lived in both East and West Berlin in the 1970s.

"Many people in this city talk about the division in terms of good and evil, but people forget about the everyday compromises that were made," Asisi said, urging a non-political approach to memory. Strangers who come to Berlin can't imagine how you could have a normal life, living next to the Wall."

Samsung: legal threat to chaebols? | beyondbrics

Lee Kun-hee, the 70-year-old chairman of Samsung Electronics and South Korea?s richest man, will have food for thought after the company?s legal defeat by Apple in California last Friday. But developments closer to home could soon give him a new headache: lawmakers are seeking to tackle the complex shareholding structures through which the founding families of South Korea?s chaebol conglomerates keep their grip on their corporate empires.

This is election year in South Korea ? a presidential poll in December follows the parliamentary one in April ? and, as the economy stutters, politicians are promising ?economic democratisation? that would weaken the dominance of the chaebol in the country?s business arena.

Samsung ? the largest chaebol, accounting for about a fifth of South Korea?s exports ? is coming under particular scrutiny. And according to analysts at Citigroup, a new proposal from lawmakers would affect Samsung disproportionately strongly, perhaps forcing it to shift as much as $15bn between the various parts of the sprawling group.

Here?s why. The Lee family is only listed as holding 4.7 per cent of Samsung Electronics, but Citi reckons it effectively controls 17.6 per cent of voting rights through stakes held by other Samsung Group subsidiaries ? notably Samsung Life Insurance, which owns 7.5 per cent of the company.

That is part of a mind-boggling web that extends across much of the group (see diagram left). This sort of set-up is common among the chaebol ? but Samsung differs from Hyundai, for example, in that its financial subsidiaries hold big stakes in non-financial ones.

That?s why Samsung could be forgiven for feeling targeted by the latest proposal from lawmakers in the ruling Saenuri party. They are proposing to remove voting rights from financial companies that hold stakes in non-financial affiliates.? That would reduce the intra-group share of voting rights in Samsung Electronics to less than 10 per cent, as votes were stripped from Samsung Life and other of Samsung?s financial businesses.

The Lee family would therefore have to choose between yielding influence to other shareholders of Samsung Electronics (as well as those of Samsung C&T, the trading and construction company, and the Hotel Shilla group) ? or to retain that clout by buying the stakes in question or transferring them to non-financial subsidiaries.

At current market valuations, this would cost at least $15bn, Citi?s team estimates. Selling the stakes in their affiliates could be a boon for Samsung Life and other financial subsidiaries such as Samsung Card and Samsung Fire & Marine ? they might be able to put the proceeds to better use by actively investing them in their own operations.

But this would result in a hefty bill somewhere else ? perhaps at Samsung Everland, an unlisted theme park operator controlled by the Lee family, or indeed at Samsung Electronics, which had $12.7bn in cash and cash equivalents at the end of last year.

    Samsung declined to comment.

NOTE: Hyundai would escape lightly under the scenario outlined above ? but according to Hoon Lee at Korea Investment and Securities Co, the founding Chung family could face a much stiffer bill than Samsung if ?circular shareholding? structures were banned altogether, without the restriction on financial companies? stakes in non-financial affiliates. Read his research here.

Practices for a Healthy Mind: 3 Disability Friendly Vacations for the ...

When we hear the terms health and fitness, most of us immediately think about flattening stomachs and running for miles. While this is certainly one aspect of good health and fitness, it is not the entire picture. Physical health and mental health go hand in hand in a lot of ways, but many people underestimate the importance of mental health exercises. Sometimes the best medicine for a busy, anxious, and stressed mind is a break. Vacations can be some of the best health practices we can try out?just as important as healthy meals and exercise. Mental health can especially be a worry for individuals unable to exercise the way they would like. Disabilities can plague a healthy mind and make vacationing more of a stress than a relief.
There are many challenges faced by individuals and families living with a disability. Even everyday things like getting around the house or planning your next family vacation can become a struggle. While things can become more challenging when faced with a disability, a comfortable and ?normal? life is entirely possible. Families living with a disabled loved one have to realize that anything is possible with only a little extra forethought.

My mother became restricted to a wheelchair when I was still very young. As a child, I remember family vacations becoming a stressor as we adjusted to living as a family with a handicapable mother. Soon we, as a family and unit, learned new ways to travel, new destinations to explore, and new ways to get around. Looking back now, working as a family to find vacations we could all take and participate in fully brought us closer together and made each of us healthier in mind and body. Here are three classic family vacations made entirely handicap accessible?and fun!

    The Beach
Going to the beach with a disabled family member is likely one of the last summer destinations that comes to mind. When we think beach vacation, we picture choppy waves, sand in every crevice, and long hours in the sun?not necessarily the most handicap-inviting setting. However, today there are many beaches that have made their crystal waters and sandy lounging accessible to all. Hanauma Bay in Honolulu offers beach wheelchairs free of charge to any visitors that need them. The wheelchairs are available year round and offer access directly into the water. The Bay is also designed to be extremely wheelchair and mobility challenged friendly with various ramps and facilities. The tram to and from the beach can also accommodate wheelchairs. While Hanauma Bay is a prime example of a handicap accessible beach, there are numerous others around the world as well.

    The Theme Park
Morgan?s Wonderland in San Antonio, Texas boasts the title of the world?s first Ultra Accessible Family Fun Park?. Every ride and activity in the park is 100 percent handicap accessible. There are over 30 different traditional, adaptive, and wheelchair swings at the park along with several other rides and activities. Nothing says summertime and summer vacation better than going to a theme park, riding an amusement ride, and eating carnival food. At times, the thought of manning a wheelchair in a busy and crowded theme park can seem stressful and overwhelming. But, many theme parks offer excellent accommodations for disabled patrons.

    The Campout
As a kid, my absolute favorite family summer vacation was camping out and spending time with nature. As a family, we would pack up our minivan every year and head out to the nearest national park. Camping and heading out into the wilderness is another activity many people don?t traditionally think of doing with a disabled family member. While it does take a little more planning and forethought, camping out can be a great summer trip for any family, including those with disabled members. Rocky Mountain National Park is a wonderful summer destination full of mountains, rivers, lakes, wildlife, and so much more. Moreover, the park offers several different ways for disabled visitors to see everything nature has to offer. Check this site for the trail and camping accessibility for disabled visitors. The park offers tons of fully accessible trails, camping spots, lookouts, bathrooms, and much more.

Having her fair share of construction management jobs, Kristie Lewis considers herself an expert on the subject and regularly writes about it on http://constructionmanagementdegree.org. She is particularly interested in how construction knowledge can help those with disabilities and the ?green? movement. Send your questions and feedback to Kristie at Kristie.lewis81@gmail.com.

New Somali parliament speaker elected: official

Veteran Somali politician Mohamed Osman Jawari, a former minister, was elected as the speaker of the war-torn nation's new parliament, the outgoing interim speaker said Tuesday.

The United Nations-backed process, which will culminate in lawmakers choosing the country's new president, is the latest bid to end two decades of instability in the Horn of Africa nation.

"After a successful election which was conducted in a transparent way, I declare... Mohamed Osman Jawari to be the speaker of the Somali parliament," said Musse Hassa Abdulle, the oldest lawmaker in the house.

Somalia has not had a stable central government since the 1991 ouster of dictator Mohamed Siad Barre, which sparked rounds of bloody civil war.

Jawari, a minister under Siad Barre, is a legal expert who helped draft a new constitution for the war-torn nation, working alongside the UN.

The selection of speaker will impact the subsequent parliamentary vote for president, as Somali politicians have traditionally tried to share out the seats between rival clans.

The contest for president is expected to begin within days. Bitter arguments have begun between challengers for the country's top job, divided along Somalia's notoriously fractious clan lines.

Jawari is from the Rahanweyn clan from the southern Baidoa region.

Five candidates began the race Tuesday for the powerful post of speaker, but Jawari won the first round of the secret ballot by over 40 votes.

As he prepared to face a second-round ballot, the only other remaining contender -- former prime minister Ali Khalif Galayr, from the Darod clan in the northern Puntland region -- conceded defeat.

"I have resigned and I am not running for the speaker of the Somali parliament, I am thanking all those who voted for me and for the others," Galayr told lawmakers.

The election clears the way for the presidential bid of outgoing prime minister Abdiweli Mohamed Ali, a US-educated economist who comes from Puntland.

However, it is likely to complicate the bid of former speaker Sharif Hassan Sheikh Adan, who comes from the same Baidoa region as Jawari.

Outgoing president Sheikh Sharif Sheikh Ahmed, in power since 2009, is one of the favourites for the top job, though he cuts a controversial figure with Western observers.

A UN report in July said that under his presidency, "systematic embezzlement, pure and simple misappropriation of funds and theft of public money have become government systems" -- claims Sharif has rejected.

Under the UN-backed process, members of the new parliament are selected by a group of traditional elders.

Around 260 of the legislature's 275 members have been chosen so far, the majority sworn into office last week on the tarmac of the capital's airport, protected by African Union troops.

The nearly 17,000-strong AU force has propped up Somalia's Western-backed leadership against attacks by the country's Al-Qaeda-linked Shebab insurgents.

Google Nexus 7 overclocked to 2GHz, punches well above its weight

The stock Nexus 7 peaks at a 1.3GHz clock speed when it's at full burn. That's certainly good enough for the $199 price tag, but eager adopters have just hit a new record in trying to wring out even more of a bang for the buck. Courtesy of a custom Elite kernel from XDA-Developers' Clemsyn, the Tegra 3 in the mini tablet will scale all the way to a heady 2GHz. You'd be right in suspecting that it leads to some dramatic speed boosts: the Nexus 7 at this pace can put a Transformer Prime to shame in common benchmarks, let alone most smartphones. Reaching the loftier heights of performance does require nerves of steel, however. The Elite kernel is very much a rough build that the creator doesn't yet trust with the public, and NVIDIA's processor is already known to get toasty under significantly added stress. There's hope a refined kernel will make for a safer venture into unknown territory. If you can't wait to throw at least some caution (and the warranty) to the wind, though, hit the second source link for code that will reach a slightly less melt-prone 1.8GHz.

As the shuttle reached a height of about 70 miles over the east coast of the U.S., it released as it always did shortly after launch 350 tons of water vapor exhaust.

As the plume of vapor spread and floated on air currents high in Earth's atmosphere, it crossed through the observation paths of seven separate sets of instruments. A group of scientists, reporting in online in the Journal of Geophysical Research on August 27, 2012, tracked the plume to learn more about the airflow in the Mesosphere and Lower Thermosphere (MLT) -- a region that is typically quite hard to study. The team found the water vapor spread much faster than expected and that within 21 hours much of it collected near the arctic where it formed unusually bright high altitude clouds of a kind known as polar mesospheric clouds (PMCs). Such information will help improve global circulation models of air movement in the upper atmosphere, and also help with ongoing studies of PMCs.

"Polar mesospheric clouds are the highest clouds on Earth," says space scientist Michael Stevens at the Naval Research Laboratory, Washington, who is first author on the paper. "They shine brightly when the sun is just below the horizon and typically occur over polar regions in the summer. There is some evidence that they are increasing in number and people want to know if this is indicative of climate change or something else that we don't understand."

Since they shine at night, PMCs are also known as noctilucent clouds, and they can serve as an indicator not just of temperature changes, but also of how currents and waves move high in Earth's atmosphere. A visible cloud of water vapor from something like the shuttle also offers a serendipitous way to observe such motions in the upper winds.

"The plume from the shuttle becomes a ready-made experiment to observe the movement in the atmosphere," says Charles Jackman, a scientist at NASA's Goddard Space Flight Center in Greenbelt, Md. who is the project scientist for a NASA mission called Aeronomy Ice in the Mesosphere (AIM) that specifically observes PMCs. "What this team found is interesting since the plume moved so quickly to the pole, indicating that the winds appear much stronger at those latitudes than was thought."

To track the plume across the sky, the scientists collated seven sets of observations, including data from AIM. The first two sets of instruments to see the plume were on a NASA spacecraft called TIMED (Thermosphere Ionosphere Mesosphere Energetics and Dynamics). Next the plume was viewed through the Sub-Millimeter Radiometer on the Swedish Odin satellite. When the plume reached higher latitudes, it was picked up by the ground-based Microwave Spectrometer at the Institute of Atmospheric Physics in Khlungsborn, Germany as well as an identical ground-based water vapor instrument called cWASPAM1 at the Arctic Lidar Observatory for Middle Atmospheric Research (ALOMAR) in Andenes, Norway. The plume collated into its final shape over the arctic, as a new, extremely bright PMC on July 9, 2011 and there, it could be observed from above by the AIM satellite flying overhead, and from below by another instrument at ALOMAR called the RMR lidar.

Over the course of the plume's travels, these observations showed it spreading horizontally over a distance of some 2000 to 2500 miles. Those parts that drifted into the high latitudes near the North Pole formed ice particles which settled into layers of PMCs down at about 55 miles above Earth's surface. The speed with which the plume arrived at the arctic was a surprise.

"The speed of the movement in the upper atmosphere gives us new information for our models," says Stevens. "As you get higher up in the atmosphere, we just don't have as many measurements of wind speeds or temperatures. The take-away message here is that we need to improve the models of that region."

Since observations of PMCs may be connected to global climate, it's important to subtract out sporadic effects such as shuttle exhaust from other consistent, long-term effects.

"One of AIM's big goals is to find out how much of the cloud's behavior is naturally induced versus man-made," says Jackman. "This last shuttle launch will help researchers separate the shuttle exhaust from the rest of the observations."

Indeed, the AIM observations showed a clear difference between typical PMCs and this shuttle-made one. Normally smaller particles exist at the top, with larger ones at the bottom. The shuttle plume PMC showed a reversed configuration, with larger particles at the top, and smaller at the bottom offering a way to separate out such clouds in the historical record.
