What Does the White House Chief of Staff Do? (ContributorNetwork)

President Barack Obama announced Monday a new organizational structure for the White House executive offices, according to a Reuters report. Under the new structure, day-to-day operational duties would be transferred from the powerful chief of staff position to a deputy.

Here's a look at the role of chief of staff:

* There is no mention of the position in the Constitution. Prior to the Eisenhower administration the term "private secretary" was generally used by the person charged with administering the president's staff and schedule. According to the White House website, the chief of staff is the senior official in the executive office of the president and coordinates all West Wing staff, scheduling and policy matters.

* The official title of "Assistant to the President" used by the chief of staff has remained the same since the administration of Franklin D. Roosevelt. In fact, there are many senior staff members who use the same title, but there is only one in the official capacity of chief of staff.

* The role of chief of staff changes from one administration to the next, but generally they are the most senior adviser to the president and responsible for all West Wing administrative and operational matters. Chiefs such as Rahm Emanuel and James Brady (Reagan administration) were very public faces of the White House, frequently engaging with Congress and the media on policy matters. Others such as Andrew Card (George W. Bush administration) and Hamilton Jordan (Carter administration) took a much quieter behind-the-scenes role, according to a PBS report at the time of Card's resignation. Almost all chiefs of staff have a background in government before assuming the role.

* The White House Museum says the president's chief assistance has always occupied space near the president's office. When the new West Wing was constructed until President William Taft, the chief of staff's office was located near the Oval Office, separated by a small hallway. It serves as a "brain center" for daily White House strategy sessions.

* Former Bill Clinton Commerce Secretary William Daley, is the third person to hold the job during Obama's administration. Emanuel served from the beginning until he left to run for mayor of Chicago. He was replaced on an interim basis by Pete Rouse, who currently is Counselor to the President and Deputy Chief of Staff. Rouse will assume additional operational responsibilities for the duration of Obama's term, according to Washington Post. Daley has announced he will not continue in the role should Obama win re-election.

* The vice president also has a chief of staff to administer his office. Bruce Reed serves as chief of staff to Vice President Joe Biden. According to a White House release, Reed previously worked in the Clinton administration and campaigns in various roles.
